Water and Natural Resources Management

TS has an excellent operational capacity through its team of qualified local technical staff (hydro geologists, geophysicists, surveyor and site engineers) supported by full time international experts with long-term and consolidated working experience in Somalia.
Main activities carried out by TS in the water and environment sectors:

  • Water research: satellite image interpretation, geological, hydro-geological and geophysical surveys; environment  and social impact assessment;
  • Design of urban water supply system master plans, industrial plans (executive engineering designs of infrastructures) and financial plans;
  • Works supervisions and site engineering, also for other agencies;
  • Construction and improvement of urban and rural water supply systems (development of water resources, trunk lines, reservoirs and distribution systems);
  • Design and introduce PPP structures in both urban and rural water sector;
  • Design water users regulations and tariff structures;
  • Design customised automation for accounting, billing and revenue collection system with innovative features (Open-ERP Web-Based system, Linux/Windows OS, bar and QR codes on smart phones for water and electricity meter reading, automatic communication to customers by SMS, e-Payment, fraud detection on average consumption, etc.);
  • Train civil servants and water utilities operators in related subjects from water research to financial management;
  • Design and implement erosion control structures; and spate irrigation schemes;
  • GIS Land Mapping;
  • Rehabilitation of primary and secondary irrigation canals and actions towards the financial and institutional sustainability of the intervention and conflict management within the area.

WATER

Governance, ICT and Capacity Building

Projects are funded by European Union, UNOPS, UN-HABITAT, UNDP, FAO, IOM,  AICS, UNFPA, TS and private contributions.

  • Assessment of financial and accounting procedures; formulation of long-term financial plans.
  • Development of tools to efficiently plan and manage costs and revenues at services providers, municipalities,  ministries and regional hospitals; design and implementation of standard formats of budgeting, management, accounting and reporting of activities, statutes and constitutions, best practices rules and internal regulations.
  • Customisation and development of ICT modules: Accounting; Billing and Tax/Revenue Collection; Inventory and Asset Management; Human Resources; Logistics, Drugs and Store/Stock Management; Departments and Services dedicated accounts.
  • Automation of municipal and public finance for transparent and efficient accounting and management of Revenue and Tax collection (property taxes, license fees, public building rent, water, electricity and meat chain affairs) or to the PPP contracts (management, inspection, hygiene, sanitation, etc.).
  • Regional and National data consolidation at line ministries and institutions.
  • Database for financial management and accounting of external grants and related manuals, web-based contract and indicators monitoring database.
  • Establishment of PPP for the management of public services (e.g. Markets, slaughterhouses and water sources). Survey and comparative analysis of existing PPP main contracts.
  • Development of training material for accounting and financial management, manuals and implementation of trainings.
  • On-the-job training of extension teams to: (i) monitor the correct application of rules and procedures, (ii) improve the standards of financial and accounting documentation, (iii) prepare consolidate balance sheets to be audited, (iv) support the systems maintenance.
  • Development and implementation of customised training packages for project management, which includes: (i) Project management developed through an holistic participatory approach: Project Cycle Management, proposal writing, practical activities implementation, monitoring and reporting; (ii) management training and dedicated software: IT and customised accounting and managerial systems; (iii) Financial reports reading and response;
  • Consensus building process and design of the road map for municipal finance reform.
  • Staff and cadres capacity building both at public (Institution responsible for the water affairs and water agencies) and private (PPP Company) levels; training on: water management (including good governance based on recommended best practices), water research, water monitoring/pumping test, water quality, soil erosion, WSS construction technics and material standards, water policy and strategy, tariff structures.

Social Sector

Since its institution, Terre Solidali implements social interventions in Kenya on a voluntary basis.
During the years, projects have been funded by TS, Associazione Maurel, Valle d’Aosta and Friuli Venezia Giulia Regions, Order of Malta, Consolata Fathers Nairobi Shrine and private.
The actions support education, socio-rehabilitative therapies, alternative income generating activities and organises motivational actions to raise the awareness on vulnerable groups, with particular attention to gender, youth, orphans and abandoned children.

Theatrical Physiotherapy, rehabilitation and social reintegration of disabled children in rural areas of Central Province of Kenya

The project expanded the services offered to disabled children, by the introduction of Theatrical Physiotherapy (physiotherapy through the preparation and performance of a play) in addition to the routine treatments carried out in local rehabilitation centres, initially at the “Naro Moru Disabled Children’s Home”.
Socio-rehabilitative therapies facilitate the reintegration process combining physical therapy activities that enable the development of self-awareness, sociality and creativity. This therapy supports the rehabilitation of the body and the rehabilitation of the person, essential aspects to re-gain a position in a rural community.
